The Luton Safeguarding Adults Board (LSAB) is a partnership of statutory and non-statutory partners working together to safeguard adults at risk of abuse or neglect, in accordance with the Section 6 (7) of the Care Act 2014.
Under this Act, Luton Council has the statutory duty to establish and maintain the board and all partner organisations have legal obligation to co-operate with one another at both strategic and operational levels to address safeguarding concerns within Luton.

About LSAB
The Luton Safeguarding Adults Board (LSAB) is a partnership of statutory and non-statutory partners working together to safeguard adults at risk of abuse or neglect, in accordance with the Section 6 (7) of the Care Act 2014.

Vision
Board’s Vision – sets out the overall vision of the Board and the outcomes it wants to achieve for the citizens of Luton.
In order to ensure that the fulfilment of its vision, the Safeguarding Adults Board is working with local communities to prevent abuse, identify, report and end any abuse that is occurring and support people who have suffered abuse, both to recover and to regain trust in those around them.

Subgroups
The board’s mission is reflected in 7 strategically identified work streams, delivered through the operations of its subgroups – this is to ensure that the business of the board is effectively managed and progressed, to ensure that partner agencies are fulfilling their statutory obligations in accordance with the Care Act 2014.
The LSAB delegates power to its subgroups to carry out work related to the Boards business plan; undertake consultation as appropriate; make decisions on work related to the Board where authority has been specifically delegated by the Board; investigate a particular issue; publish material on behalf of the Board; prepare a response to consultation matters on behalf of the Board, discharge any functions delegated to it from the Board.
LSAB Priorities
The Board is led by an independent Chair who is responsible for the overall management of Board work. Led by the Chair, the Board identifies an annual set of priorities that determine the LSAB work plan for the year. The Board operates on financial year April – March.
Key priorities for 2023/2024
OBJECTIVES:
The LSAB should support and / or seek assurance

- Organisations and Board compliance on the legal duties under the Care Act through an informed understanding of safeguarding arrangements and performance in single agencies and an authoritative oversight of the quality of front-line multi-agency practice.
- Support operational practice through the provision of relevant multi-agency policy or practice guidance.
- Ensure learning from audits, significant Incidents and Safeguarding Adult Reviews is identified and is used to develop practice and service provision.
- Ensure the provision of high quality multi-agency safeguarding training and evaluate the impact on practice of such training
KEY THEMES/PRIORITIES:
We have identified four priority areas for us to focus our collective efforts over the next two years, following the principle that we should concentrate our capacity on a small number of topics, in order to have significant impact, and focus our resources. Based on our analysis of the situation across Luton we have identified the following priority areas:
- Self-Neglect, Neglect
- Domestic Abuse
- Modern Slavery and Sexual Exploitation
- Emotional Wellbeing and Mental Health
We have also identified the following Golden Threads that will flow through all our work:

Safeguarding Adults Reviews
The Care Act says that Safeguarding Adults Review (SAR) must be carried out when someone who needs care and support dies or suffers serious harm because of neglect or abuse and there is a concern that the agencies could have done more to keep them safe.
The review should help to identify what could be done differently to try and prevent the same thing happening again to someone else. The reviews are reported on in the LSAB Annual Report in the year they are published.
SARS published from April 2025 - March 2026
Adult Kiara: The Safeguarding Adult Review (SAR) for Kiara was commissioned by Luton Safeguarding Adult Board (LSAB) in November 2022 to gain an understanding about Kiara’s experiences related to her mental health, abuse, homelessness, trauma and within her cultural context. Thematic SAR Self-Neglect: In October 2022 the LSAB commissioned this Thematic Safeguarding Adults Review to consider the circumstances and learning for agencies resulting from the death of adults Adult I and Adult J both of whom had significant issues with self-neglect. Family T: In December 2022, Luton Safeguarding Children Partnership and the Luton Safeguarding Adults Board commissioned an Integrated Child Safeguarding Practice Review and Safeguarding Adults Review to consider the serious harm experienced by the family members through adult self-neglect and child neglect. 'ANNA': In December 2022, Luton Safeguarding Adults Board and Community Safeguarding Partnership commissioned a joint Domestic Homicide and Safeguarding Adult Reviewfollowing the death of Anna, a white British woman, aged 35 with care and support needs who took her own life after experiencing domestc abuse. Adult C: In April 2022, Luton Safeguarding Adults Board (LSAB) commissioned a Safeguarding Adults Review to examine the case of Adult C, a 41-year-old woman with complex physical, psychological, and social needs. LSAB Annual Reports
The LSAB publishes an annual report setting out the work it has undertaken. The Care Act 2014 requires each SAB to publish an annual report.
As soon as it is feasible after the end of each financial year, a SAB must publish a report on:
- what it has done during that year to achieve its objective,
- what it has done during that year to implement its strategy,
- what each member has done during that year to implement the strategy,
- the findings of the reviews arranged by it under section 44 (safeguarding adults reviews) which have concluded in that year (whether or not they began in that year),
- the reviews arranged by it under that section which are ongoing at the end of that year (whether or not they began in that year),
- what it has done during that year to implement the findings of reviews arranged by it under that section, and
- where it decides during that year not to implement a finding of a review arranged by it under that section, the reasons for its decision.

Luton supporting adults who self-neglect guidance
The Luton Safeguarding Adults Board is pleased to launch the local practice guidance Supporting adults who self-neglect guidance May 2025
The aim of the self-neglect guidance is to provide a consistent framework for professionals and agencies in the collaborative identification, assessment, coordination of support, and risk reduction for adults who self-neglect. This guidance aims to assist professionals and agencies in clearly defining the various forms of self-neglect and in determining appropriate next steps when such situations arise. It is intended to enhance practitioners confidence supporting individuals who exhibit self-neglecting behaviours.
This guidance should be used to:
- Support when there is significant concerns by agencies around an individuals safety and wellbeing as a result of self-neglect and/or serious concerns around the safety of others due to the behaviours of the individual who is self-neglecting. (risk of serious harm, injury or death)
- Advise existing agency involvement and appropriate multi agencies. If collaboration working has been completed and there has not been an resolution to the self-neglect issues, the guidance can support agencies further
- Help in situations where the adult appears to have capacity to make decisions regarding their environment and lifestyle choices pertaining to the issue of self-neglect
Luton Framework for shared understanding about safeguarding concerns

This practice guidance seeks to support practitioners, partners, and providers, to report and respond to concerns at the appropriate level and to have a consistency of approach across agencies. This guidance is not a substitute for professional judgement but should be used to assist decision making and to support professional judgement.
The guidance should be used to:
- Help determine a consistent approach to identifying what concerns may require a response under the
safeguarding process
- Support decision making when alternative processes should be used
